Abstract

Organized research in universities aims to enhance independent innovation capabilities and serve national strategic needs. However, the fragmentation inherent in its implementation hinders the achievement of these goals. This paper, drawing on holistic governance theory and considering the current situation, constructs a four-dimensional analytical framework of "value, institution, technology, and subject." Based on actual surveys and in-depth interviews, it finds that the current difficulties faced by universities in implementing organized research mainly manifest in the "alienation" of academic beliefs, the "disembedding" of management policies, the "islands" of data and information, and the "floating" of subject participation. This reflects the fragmentation of values, institutions, technology, and the actors involved. From a holistic governance perspective, the existing difficulties should be addressed through adhering to the value concept of "taking scholarship as a vocation," achieving policy synergy through "joint action," breaking down technological barriers to "share the last mile," and exploring collective action to find the "greatest common denominator of interests," thereby promoting high-quality organized research in universities.
