National scientific and technological security: Risk deconstruction, system resilience and implementation path

Technological security is an important component of national security and non-traditional security. Currently, academic research on technological security is still in its early stages, with three main gaps: first, the theoretical foundation needs clarification, and a systematic theoretical framework has not yet been formed; second, the risk representations of technological security are relatively scattered, requiring systematic integration and refinement; and third, the governance direction is unclear, urgently needing new concepts to empower it. This paper follows a structure of "theoretical logic - practical logic - governance logic - implementation path." First, it provides a theoretical overview of technological security, deconstructing the risk situation and representations faced by technological security, and clarifying the theoretical definition of national technological security. Second, to promote the modernization of technological security governance, it introduces the concept of resilience into the field of technological security governance, constructs a governance framework for the resilience of the technological security system, interprets the connotation of the resilience of the technological security system, and presents a system resilience measurement and early warning system architecture based on large-scale models and big data-driven approaches. Finally, it proposes specific implementation paths for the resilience of the national technological security system. This paper, on the one hand, clarifies the conceptual expression of national technological security and its systemic resilience, strengthening the basic theoretical research on technological security; on the other hand, based on the modernization of the national technological security governance system and governance capabilities, it looks forward to future research and policy directions.
