Since the 18th National Congress of the Communist Party of China, the implementation of China's strategy to build a strong nation through talent has been further strengthened and enhanced. Its implementation can be divided into four stages: the implementation phase of the talent-first development strategy; the initial phase of deepening reforms of the talent development system and mechanisms; the transition phase of the strategic position of talent-led development; and the launch phase of the new era's strategy to build a strong nation through talent. During this period, China's main indicators, such as the scale, quality, and innovation efficiency of its talent pool, have significantly improved. Deep-seated reforms of the talent development system and mechanisms have made breakthroughs on a large scale. Major talent projects have become important tools for building a high-level talent pool, and the rapid rise of talent-centric cities has generated a radiating and driving effect on surrounding areas. It can be seen that the strategy to build a strong nation through talent is a substitute for the Chinese model of modernization. Its core strategy has iterated and adjusted along with the advancement of the overall national strategy. The implementation of the strategy to build a strong nation through talent in the new era and new stage requires the construction of a new talent development governance system that matches it.
