Abstract

Establishing and improving a new national system for tackling key core technologies is an inevitable requirement for China to solve the "bottleneck" problem and achieve scientific and technological self-reliance. However, current theoretical research on this new national system lacks depth and cannot effectively address relevant domestic and international controversies. This study proposes the theoretical foundation of a new national system from the perspective of innovation-driven development and constructs a theoretical analytical framework of "national will—national capacity—interaction mechanism." It argues that the national will formed under crisis-driven conditions is an important prerequisite for implementing the new national system. Under the guarantee of strong national capacity, a dynamic interaction mechanism is formed between the government and the market, and between the public and private sectors, thereby transforming the institutional advantages of the new national system into advantages for national innovation-driven development.
